NSDO had its genesis in a privately owned organisation, National Standards Pty Ltd (NS P/L) formed in 2004. NS P/L was set up to develop National Standards and, where appropriate, to be accredited as a standard developer.
Not long after developing NS 10010-2007, Accreditation of Cosmetic Clinics, NS P/L was approached by the Building Products Innovation Council (BPIC) to develop ecolabelling standards based on the outcome of the life cycle analysis work it was doing in conjunction with the Commonwealth Government. At the time, BPIC expressed the view that it would prefer to use NS P/L to undertake the standards work. BPIC also expressed the view that it would like these core standards to become part of the Australian national standards compliance framework. NS P/L set up Committee PP-20, Environmental Aspects of Building Products, to develop these standards.
National Standards Development Organisation (NSDO) was formed as a not-for–profit company limited by Guarantee owned by its stakeholder members in early 2014. National Standards Pty Ltd bequeathed all of its intellectual property to NSDO.
NSDO is a members' organisation. The key documents that govern NSDO are its Constitution and Membership Rules.
The NSDO Constitution was registered with 3 initial Directors, Peter Walsh, Alan Pearson and Herve Michoux. They had been members of the Governing Council of National Standards Pty Ltd (NS P/L):
Subsequently at meetings of the NSDO Board, the following decisions were made:
- Peter Walsh was appointed Managing Director for a period up to the end of July 2014, with the option of subsequent renewal.
- Peter Walsh was appointed Interim Chairman for the period until an election could take place within an expanded Board that should exist after election of some new Directors at a first Members Assembly.
- Herve Michoux was appointed to the position of Director appointed by the Board as provided in Rule 9.2 (C) of the NSDO Constitution.
- Two additional Directors, Peter Reeves and Maurene Horder, were appointed to fill casual vacancies until the next Members Assembly in accordance with Rule 9.11 of the NSDO Constitution.
At its first meeting, the Members Assembly elected another two Directors, Suzanne Little and Alan Pearson.
