The Project Proposal form establishes the goals and deadlines for the project. It also identifies the scope, purpose and key stakeholders of the project. A stakeholder commitee is set up to ensure no single interest dominates.
The committee then develops or revises standards via a series of internal drafts incorporating committee consultation meetings and feedback submissions. A process to receive, review, consider and record the disposition of all feedback is established, and the standard is drafted and updated to 'best fit' comments, indicating where changes have been made. The output is the next draft of the standard, and a document summarising members' comments and decisions taken by the committee.
The committee decides when a draft standard is sufficiently advanced for publication to seek public comment.
